External evaluation of a WASH programme:

Water, sanitation and hygiene emergency assistance and preparedness in SNNPR, Ethiopia

funded by Canadian International Development Agency (CIDA/ACDI)

1.      Background of the WASH programme to be evaluated

The overall objective of this project is to improve the health status of the drought affected population living in Sidama Zone, SNNP Region, Ethiopia. ACF intends to address the underlying causes of the acute malnutrition prevailing in the area, where ACF is currently providing assistance through an integrated approach of Nutrition and Food Security programs.

More specifically the present project intends to respond to the most acute needs in terms of safe drinking water through; water facilities’ construction/rehabilitation, setting up of sustainability mechanisms for operation and maintenance, and community-based hygiene awareness, thus complementing ACFs integrated approach of addressing the underlying causes of acute malnutrition.

 

2.      General objective of the programme to be evaluated  

To improve the health and nutrition status of the drought affected rural communities in South Nations Nationalities People Region (SNNPR), Ethiopia Specific Objectives and Activities

 

3.      Objective of the Evaluation

The main objectives of the evaluation will be to:

·         Analyse ACF’s strategy and WASH activities to respond to the most acute needs in terms of safe drinking water

·         Assess the impact of ACF’s interventions in order to provide more appropriate technical recommendations for current and future interventions.

 

1.       Expected outputs & Timing

·         A Final report

·         Briefing session for ACF at regional level

·         A briefing session for ACF at coordination level

·         A briefing session for ACF Pool Desk at HQ level with a PowerPoint presentation including the reflection of the mission over the findings of the evaluation

·          

 

2.       Evaluator Profile

 

·         Relevant degree / equivalent experience in Water and Sanitation

·         Previous and significant experience in evaluating humanitarian / development projects

·         Significant experience in coordination, design, implementation, monitoring and evaluation of programmes

·         Good communications skills and experience of workshop facilitation

·         Ability to write clear and useful reports (may be required to produce examples of previous work)

·         Fluent in English

·         Understanding of donor requirements

·         Ability to manage the available time and resources and to work to tight deadlines

·         Independence from the parties involved

·         Available for the whole time of the evaluation

 

3.       Conditions

40% of the fees will be paid after reception of the draft report, 60% will be paid after validation of the final report by ACF-UK.

The application of the visa is the responsibility of the consultant; however these costs will be reimbursed in full upon receipt of the expenses.

Insurance costs will not be covered, and the evaluator shall manage its own insurance, and provide the details of this cover to ACF-UK before departure.
